Windows by design has thousands of 'problems', and we're always
promised fixes in ''the next version'' if not the next service pack.
It usually works best to just google* for an answer to these questions.

...tells us this is most often related to Windows 98, and if you needed
a stand-alone copy of Netmeeting to ''re-install'' you can find one here:
http://www.microsoft.com/downloads/details.aspx?FamilyID=26c9da7c-f778-4422-a6f4-efb8abba021e&displaylang=en
Of course, if you're not going to be using Netmeeting, this 'fix' might
as well be skipped.
Because of all the flaws in it's products, microsoft has a support staff
about 1100 times the size of the entire Codeweavers company. Often
a better source of solutions and work-arounds comes from the user
base, most easily found using a search engine.
