[cw-discuss] DirectX app with very garbled display

Has anyone experienced anything like this?

History Channel: The Civil War on steam.  Requires directx 9.0.c.    
Displays mostly black or with colors inverted, with everything in the  
background and the horizon upside down. Wondering if there are any  
settings I can tweak, has anyone seen this in any other games?
