Well James is right: there are issues with Flash Player 9 in CrossOver 
6.1.0. The thing is that they changed where they're putting their 
plugins so that they were no longer detected by CrossOver. I believe 
that also caused CrossOver to fail to detect that Flash Player was 
installed, which results in an 'installation failed' message.

I'm not entirely sure when that changed because I remember that 
initially Flash Player 9 worked fine in CrossOver. In any case I fixed 
these issues so that Flash Player 9 will work fine in the next release. 
In the meantime I believe a workaround is to copy the npswf32.dll file 
from c:\windows\Macromed\Flash\NPSWF32.dll to c:\Program 
Files\Netscape\Communicator\Program\Plugins and to then run:

cxoffice/bin/cxnsplugin --sync --mode install
