[cw-discuss] Submission of new application don't work

I've added a basic page to show you your app submissions and their
position in the queue. You can now also edit your own submissions and
delete them if you need to.

I've also updated the app submit page. There is now one of those fun
images with a random string you need to verify before submitting.

The app submit page will also email you a confirmation message now.

This is what I could whip up in one day. I'm sure there is still room
for improvement.
