    I don't know about a registration conspiracy, but there could be
an MS one (At least that is what keeps a lot of us going).  The
problem with letting Explorer install in other bottles is that a lot
of programs, MS ones especially, try to tie into it in complicated
ways that make things break (at least based on my limited
understanding).  It seems to me though that it certainly should be
possible to intercept the program call for a web browser via the
CXOffice software and point it to the 98 bottle or one of the
GNU/Linux browsers.  I suspect that this hasn't been done because
things get complicated when you intercept and redirect the programs
call to pull up a web browser/register things.  A lot of times
companies will let you do the registration over the phone though and
it works every bit as well as the web based registration.
