I'm afraid that your view on what CrossOver does is a little off. 
CrossOver is a layer between your real OS and your Windows applications 
that makes those applications believe that they are running on Windows.
Many VisualBasic applications run in CrossOver, but I don't think 
Microsoft SQL Server will work as it is likely tied in closely with 
other server components.

You should check the license specifically for SQL server, but most 
separately available Microsoft applications are able to be used legally 
in CrossOver. VisualBasic applications should also be fine.
