I don't personally think it's of much value for Codeweavers or even
the Wine devs to work on direct VST handling. Even if you got it to
work there are probably too many software licensing issues, etc. since
Steinberg makes VST developers sign agreements to link to their
libraries.
Much better in my mind would be to focus on and completely handle
at least one good VST hosting app on each platform you want to
support. If that one app ran correctly in Wine, and that means the
VSTs run correctly within it, then everything is great.
For pretty much the mother of all Win XP VST host platforms check
out Kore from Native Instruments:

If something like this worked then it would be great.
