If you are talking about Government regulatory sites, there's got to be 
a way to give them such grief (such as complaining to your regional 
CongressCritters) that they have to change.  In *theory*, government 
agencies cannot "endorse" a particular product, and forcing the usage of 
Windows & MSIE is equivalent to such.  England is certainly much 
stricter on this than the USA is.
