1) Create a unsupported bottle with win98 as the version.
2) Then install IE-6 into that bottle
3) Go to http://www.dll-files.com/dllindex/dll-files.shtml?riched20
and get riched20 and put it in system32
4) Run winecfg and set riched20, msi, msiexec.exe as (native builtin)
5) Go here and download InstMsiA.exe :
http://download.microsoft.com/download/WindowsInstaller/Install/2.0/W9XMe/EN-US/InstMsiA.exe

6) IM 5.1 should install now
