I experienced this exact problem myself lately: Xandros 4.0 Premium
with Xandros version of CXO 5.0.3.  When I attempted to install
various apps (Quicken 2005 Premier, TaxCut 2005, etc) in a Win-2K
bottle, they all came up with the same error.  However when I
installed them in a Win-98 bottle, no problem.

It think the differences is the way IE6 is being installed.  In any
bottle, you need to first install several pieces of supported
software first.  (see <http://www.codeweavers.com/support/docs/unsupported/sups>

Well, IE6 does not install the same in the two bottles, even though
you use the CXO Configuration Tool's IE6 installation.  You expect
this -- IE6 even splashes up a screen telling you if you are
installing a Win2K version.  The problem is, the Win2K install of
IE6 is not bringing in all of the parts of IE6 that other programs
expect when they are installed (ie. network DLL's and so forth).
The Win98 install of IE6 brings everything in, and therefore the
other programs find their DLL's, can network and register, and be
happy about the world.

I don't know if this is in the scripting that CodeWeavers has done
to install IE6 in Win98 bottles versus Win2K bottles, or if this is
a Microsoft problem (I suspect MS, because some DLL's crash Win2K
if they are installed, and IE6 is not such an integral part of Win2K
like it is a Win9x/WinME/WinXP system).
