Hmm.  We may need to better expose what's going on.

The master ratings are our experience with the application; so most
applications will show a ranking of 'untested'.  We don't move a rank
until we have personally tested an application ourselves.

Perhaps we need to make the 'average advocate rank' a bit more
visible on the summary pages.
