Wine switched to storing the configuration information in the registry a 
couple of years ago. It hasn't used the Wine configuration file since 
then which is why your changes to the wine config file had no effect.

So instead you need to edit ~/.cxoffice/win98/user.reg and add the 
setting in the [Software\Wine\Network] key. Alternately you can also run 
'cxoffice/bin/wine regedit.exe' and do the changes from there.
